The QS27-F is a special character nixie tube manufactured by Fengguang in China. It was probably used along with the QS27-1 numerical tube. It can display the charakters Hz and KH. The KH is probably used for displaying the unit "KiloHerzt" instead of using kHz.Very unique tube!
